§ 50-101. Scope of site plan review.

  • The planning and development committee in its review of each proposed site plan shall review the following items, where applicable, to ensure compliance with this Code of Ordinances:

    Circulation:

    a.

    Establish a hierarchy of streets to service various use demands.

    b.

    Strive to minimize pavement.

    c.

    Separate parking from access drives.

    d.

    Separate goods from people movement.

    e.

    If possible, seek to separate pedestrian circulation from vehicular circulation routes.

    f.

    Try to limit distance from parking lot to structure of no more than 600 feet.

    g.

    Access roads should line up at intersections such that four-way intersections are created. Offset of "dogleg intersections" should be avoided. If doglegs are necessary, ensure a distance between the offsets of at least 150 feet.

    h.

    Roads should intersect at as close to 90 degrees as possible. Cul-de-sac streets should have limited length of 600 feet. Diagonal parking bays are easier to access than those perpendicular to the access routes.

    General land use guidelines:

    a.

    Locate compatible uses adjacent to each other.

    b.

    Buffer incompatible uses from each other.

    c.

    Locate uses in direct proximity to that portion of the circulation system best suited to serve it.

    d.

    Locate uses so as to continue areas containing such uses.

    e.

    Locate uses in a manner to minimize changes in existing topography and vegetation.

    f.

    Locate uses in a manner which reflects the comprehensive plan.

    g.

    Organize density to place the largest number of people in closest proximity to their destination.
