§ 34-40. Part-time police officers.

  • All part-time sworn members of the department shall be appointed, suspended and discharged by the chief of police as provided by law. All part-time members of the police department shall perform such duties as may be assigned to them by the chief of police and his or her subordinates. Part-time police officers shall not be assigned to supervise or direct full-time police officers. Part-time police officers shall be trained in accordance with the Illinois Police Training Act (50 ILCS 705/1 et seq.) and the rules and requirements of the ILETSB.

    Part-time officers will be certified sworn police officers with full police powers for the village. They are required to pass all of the criteria of full-time sworn police officers, including:

    (a)

    Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform assigned duties.

    (b)

    Be a U.S. citizen;

    (c)

    Be at least 21 years of age;

    (d)

    Possess a high school diploma or GED equivalency;

    (e)

    Possess a valid Illinois driver's license;

    (f)

    Pass a pre-employment medical exam, including a drug screen;

    (g)

    Pass an oral interview and a background investigation;

    (h)

    Pass a pre-employment psychological assessment and polygraph examination;

    (i)

    Successfully complete a field training program; and

    (j)

    Any individual who has served in the U.S. military must have been honorably discharged.

    Candidates must have no felony convictions, or any violations (whether convictions or other dispositions where a finding of guilt was made) or other crimes involving moral turpitude as listed in 50 ILCS 705/6.1. The village will indemnify part-time police officers with public liability protection equal to that provided to full-time police officers. Additionally, the Illinois Tort Immunity Act provides immunity to public employees involved in the execution of law enforcement functions.

    Part-time officers shall be under the disciplinary jurisdiction of the chief of police. Part-time police officers serve at the discretion of the village authorities, shall not have any property rights in said employment, and may be removed by the village authorities at any time. Part-time police officers shall comply with all applicable rules and general orders issued by the police department.

    Part-time officers are not members of the collective bargaining unit representing the full-time police officers. Although they are sworn police officers, their service is subject to the same employment rules as other part-time village employees.
